JOB CREATION BY THE SCIENCE CENTER PROJECT

In the 43 years since the Science Center was formed, its reach and impact have increased exponentially. It is now an important engine of economic growth for the entire region and beyond, having helped launch more than 350 new technology and life science companies that have created over 26,000 current jobs. These companies are located throughout the greater Philadelphia area and have attracted millions of dollars of investment to the region significantly expanding the region’s tax base.

In the year 2000, the Commonwealth of Pennsylvania provided the Science Center with $5,000,000 for the purpose of building a Port of Technology (3701 Market Street) and a Life Science incubator. Of that $5,000,000, roughly $4,000,000 was devoted to the construction of 20,000 square feet of lab space. In the past five years alone, the Commonwealth’s investment has generated the following:

·More than five hundred thirty (530) new high paying jobs

·$350,000,000 of private investment

·200,000 square feet of regional commercial real estate occupied by the life science incubator’s graduates

·Increases to the corporate and individual tax base of the Commonwealth of Pennsylvania

·Human value of research conducted and novel discoveries commercialized to improve the human condition.

In October 2004, the Science Center's new leadership unveiled a plan to shift the Science Center's historic emphasis from business "incubation" to business "cultivation." This major reorganization and change in corporate philosophy and values will transform the Science Center into a leading commercialization and cultivation engine in the United States. As a result, the Science Center is no longer a passive incubator of life science and technology companies, but now actively identifies and cultivates these new businesses -- forming and funding them, commercializing their products, and supporting their success. The Science Center anticipates that this will lead to an even greater economic impact over the next five years than they have had in the past. The Science Center Project is critical in order to meet the Science Center’s ambitious goals.

Market-Based and Results Driven: As mentioned above, the 20,000 SF laboratory located in 3701 Market Street has had remarkable success. Over the past five years, through growth and expansion of new companies, the Science Center has generated 530 new high paying jobs (about 100 new jobs per year) and has attracted $350 million of private investments or $600,000 per new job. Additionally, these companies have grown into 200,000 square feet of office/lab space within the regional real estate market.

Based on this experience the Science Center expects similar results as adjusted for the larger laboratory space at 3711 Market Street. As a direct result of this new laboratory the Science Center conservatively projects new job growth and income creation as follows:

Year 1 – By the end of year one of operations, the commercialization laboratory will have helped create approximately 300 new jobs. Those high paying jobs will initially have an average annual wage of $90,000 or $27 million and will be scientific in nature. This clearly surpasses the $37,627 average salary in Philadelphia in the health service industry and $35,396 statewide average in the same sector (per the U.S. Bureau of Economic Analysis).

Year 3 – By the end of year three of commercialization laboratory operations, the Science Center expects to have created (conservatively projected) 750 new jobs averaging $55,000 in annual income. This figure is still substantively in excess of sector averages in the greater Philadelphia region and statewide, but is lower reflecting the addition of administrative positions as the companies grow.

In both years, the Science Center expects fringe costs excluding workers compensation and social security to approximate 21% of the total wages. Overall, by the end of 3 years, the Science Center should have developed new job payroll of $41,500,000 per year with fringe benefits of $8,663,000 per year. Additionally, if private investments remain constant at $600,000 per new job the amount of private investment potentially may reach $450 million.

In addition to the direct jobs created through the Science Center’s commercialization at 3711 Market Street, there are indirect impact jobs created which are necessary to support employment, earnings and output in life sciences. With the creation of 300 new direct jobs, the numbers of indirect jobs created are an estimated 750 within the first year after the facilities at 3711 market Street open. At an average annual salary of $41,000 (per Milken Institute study) this produces an additional $30.75 million in wages. The indirect jobs created after 3 years is even more dramatic. More conservatively, using the RIMS II multipliers, the creation of 300 new direct jobs times a multiplier of 1.7875, results in an additional 236 new indirect jobs, or a total impact on the economic area of 536 new jobs.

In addition, the number of construction jobs for this project is significant. Wexford engaged the Jacobs France Institute to research the number of direct and indirect jobs that would be generated during construction phase. Using the IMPLAN model, developed by the University of Minnesota, the model projects 638 direct jobs and another 134 indirect jobs created during the construction phase with total economic impact of over $47.4 million in salaries and wages. The average wage was based on an adjusted annual salary of $61,400. However, consistent with the regulations of the Program, construction jobs do not count as qualifying positions.
